Witcher 3 setup

Hello, so my friend recently bought this pc setup :
MSI GTX 950 2GD5 OCV2, 2GB GDDR5
Intel Core i5-4590
Kingston HyperX Fury Black 16GB (2x8GB) DDR4
MSI H81M-E35 V2 - Intel H81
500W Power source

And he is running Witcher 3 smoothly on Ultra, meanwhile I'm rocking this :
MSI GTX 1050
i7 4790 3,6GHz 8MB Hashwell
8GB Ballistix Sport DDR3 1600 MHz
MSI H81M-E33
450W Power source

And my game dips under 30 FPS quite often on High.

So my question is, what exactly makes such a difference? I didn't think my setup was any worse until we both tried the witcher with this big of a diference in performance. Is it only because of the RAM sticks? Could hard drive make this big of a difference? Thanks for any advice.

I strongly doubt he is running Ultra, especially at 1080p with only a 950, he's lying if you haven't seen this for yourself, or running it on a lower res like 720p with settings turned down.

Ram he is running is 2 sticks though I doubt it is ddr4 since his board only accepts ddr3. Running two sticks doubles his bandwidth. Also you did not list the types of hard drives. If he is running an ssd and you an hdd then between the ram and the hard drives you could be bottle-necking your CPU in turn bottle-necking your GPU. Both your CPU and GPU are better then his so you should be able to outperform him. It's only in the ram dept he has you beat AFAICT. It is also possible though unlikely your PSU is not quite up to par and it is under delivering to your components. What make and model PSU do you have? Also are you both running the game at the same resolutions? This makes a huge difference in performance. Regardless i urge you to run 2 identical make and model ram sticks. Getting an SSD would not hurt either.
