Im going to start youtube gaming channel and im thinking about a gaming laptop or a gaming pc i am looking to buy razer blade 2016 or any thing else should i buy please reply....

Actually, if you go to mdcomputers(.in) you can sometimes find the RX 580 Gaming X. But I see your point. So, instead of the RX 580, go with this card:
Gigabyte Geforce GTX 1060 3 GB G1 Gaming.
You should be able to find it at approximately the same price, maybe even less. It's slower than the RX 580, but it'll run fine at 1080p anyway. You might have to turn down the details further in some demanding games, and some poorly optimized ones.

This build will run all current games at 1080p at high details or better at 60 FPS. It should be very nice for your gaming channel, and the Ryzen CPU will help you stream simultaneously. The only things missing here are an SSD and case fans, since the Spec-01 comes with only one fan pre-installed. You need an SSD for boot drive, but it won't affect your game performance much, except improving loading times, if you store the game in the SSD. Nowadays an SSD is considered a necessity, but you really need it only for faster boot times and application load times. If you're happy with loading times from an HDD, then you can avoid an SSD.

Other than that, everything else seems fine.
