I'm planning on upgrading from a amd r9 380 to a EVGA Gtx 1060 ti. I have a Gigabyte 970A-D3 mother board, an amd 8350 processor, and a 450watt power supply. Is eveything compatible?

the 380 is basically the same as a 1050 ti
waste of money
get a rx 470/570
if you meant a 1060 6gb, then your current setup is far too weak to handle it properly
Does that motherboard have UEFI? There seems to be conflicting information about the 1000 series with some saying they can't run it on legacy BIOS and others saying they can, so it might depend on the BIOS version.
If you do have UEFI, then I can't see any reason it wouldn't work. If it's legacy BIOS, you may want to do a bit more research.
Of course, the 1060 comes in the 3GB and 6GB version, so maybe the 6GB could be considered the Ti, but my feeling is the OP is looking at the 1050ti and put 1060ti by accident.
