So I'm building my first pc and want to get opinions if this is a good bang for my buck using the best I can get at my price. No monitor mouse or keyboard, because I have those already

Well the P400S is the same as the P400 but with some sound dampening material that makes the whole system virtually inaudible when at idle
Since I've switched to a sound dampened case, I won't switch back ever again.

If you don't plan to OC and only keep it as an option, I'd switch to air cooling and save a few bucks.
The Cryorig H5 suggested above is more than sufficient for most overclocks and is pretty quiet.
As is the Scythe Mugen 5 or Mugen Max (won't work with the huge Ripjaws V RAM though, is fine with Corsair Vengeance LPX).
Will save a few bucks without sacrificing any perfromance
