Cpu metal chip

There is a tiny metal plate on a cpu on a laptop I'm trying to repair (overheating) and I don't know what it is

Solution
It looks like a shim to fill a gap between the heat sink and the CPU. If it is a shim apply a small amount of thermal paste on the CPU and on the heat sink. Place the shim on the CPU and then attach the heat sink.

Would it be safe to remove? Is it the heat transfer to my heatsink? I was watching a video on this exact laptop and the guy who was fixing it had no plate on his cpu
 
Unless you're a computer chip design engineer, I wouldn't recommend redesigning your CPU.. you may end up with nothing.
What I do see is way too much thermal paste (so much that it oozed everywhere). Clean off all the paste on the CPU, board, and heatsink with rubbing alcohol, then reapply a very thin coat only on the CPU. You can Google thermal paste application techniques, but I personally spread a thin coat with my finger on the entire CPU surface.. basically the exact area that the heatsink will touch because that's all that matters. Make sure you blow out dust from everything while you're in there using a can of compressed air.
Too much thermal paste is worse than too little.

What if when removing the thermal paste already on there, it comes off? And yeah it had way too much. But this is the only cpu I've seen with one of these on it. There's no markings on the top as I can see. Idk I guess I'll order some thermal paste or find some.
