Low GPU and CPU utilization

I have a Dell laptop, i3 4005u CPU and a 920m GPU, 4GB of Ram and Windows 10 64 bit

I just installed Neverwinter and I get choppy frames, I checked and my GPU utilization is at about 50-60% while my CPU is 60-70% across all 4 threads.

I have the latest drivers, the laptop is plugged in and in HIGH performance mode. V sync is off, I tried high and low settings but my GPU and CPU won't even touch the 80% utilization.

I loaded up Skyrim and my GPU stays in 90-99% with CPU in 80-90%. So is it the game's fault then

You're running a bit of an outdated system with low ram. The utilization you're getting is expected from the game you're currently trying to play as your computer just simply doesn't have the oomf to play it super well.

I got my laptop 1 year ago and Neverwinter is 3-4 years old. If it didn't have oomf as you say, shouldn't the CPU and GPU stay at 100% instead of 50-60% ? Did you read what I said, maybe you misunderstood something.

The ram could be bottlenecking the CPU and GPU processes so that they aren't being used to their full extent.
Sorry I misunderstood at first.
Did you check your ram usage?

No, ram usage is at 60%. CPU ~50% same for GPU. I don't understant.

Is by chance geforce auto optimizing the game for you?

I went in Nvidia control panel and set the power management to maximum performance, no effect.

If I push the settings in game to high the GPU goes up to 65-70% to deliver still choppy gameplay. With Vsync off, no ingame option to limit performance is on

He's referring to the GeForce Experience program, not the nVidia control panel settings. GeForce Experience will force-change certain game settings to "optimize" games for your hardware. It may be setting things to the wrong settings, causing your system to be under heavier load than it should be.

I didn't instal geforce experience. Only driver and phisics. And I repeat, the game doesn't want to use the cpu and gpu, my laptop has more power to offer but the game refuses to use it. I played gta 5 and had a smoother playable framerate than Neverwinter

Hmm. Just in case, check your programs list for GeForce Experience; it may have installed itself with a driver update when you weren't looking.

Other than that, maybe check to see if Neverwinter is defaulting to using only half of your CPU cores. This is an issue with The Division; it boots up using only one of my 8 cores, and lags horribly until I slap it straight and tell it to use more.

No, I uninstaled everything and installed only the driver and physics. And I checked multicore suport is on, all 4 cores are ~50% utilization. And GPU at 65-70% on max graphics and it goes down to 50% on low med graphics.
