This is common with the i7 series and I wouldn't particularly worry about it.
My friend had this issue but informed me that it wasn't particularly unusual.
If you're worried I would reapply a thermal paste using the dot method then seat your cooler on it properly and make sure your fans are properly placed to promote the best amount of airflow to your CPU. Make sure you installed the cooler in an X faction (upper left, lower right, upper right lower left). Don't screw too tight or you can make your cooler function worse.

So pre applied Thermal paste is not enough ?

Sometimes the stock paste isn't very good. Getting a good thermal paste brand can make a great difference. And also applying it yourself can also help. Simply reapplying thermal paste has fixed a lot of heat issues for me. I recommend the dot method using arctic paste. Place a dot on the center of the cpu and place the cooler on that dot which will force the coolant to spread appropriately without user error causing issues due to manually spreading such as bubbles or inconstant paste levels. Also make sure your fans are installed on your cosair. Read something about your particular cooler needing some sort of update as many people with your cooler actually stated that the air cooler was more effective than that water cooler.

Make sure you're not OC'd at all.

Make sure you installed the cooler properly and didn't overtighten.

corsairs pre applied paste is very good actually. i had that on my h115i, and then reseated the cooler with thermal grizzly and my temps actually went up... with what is considered the best paste on the market.

anyway, the 7700k can run hot and spiky. what are you doing when hitting 75? like i said, i have a h115i and under heavy load hit low 80s. and as common with the 7700k just doing light tasks ramps up the speed and therefore the temps to 65-70 for a split second.

It just spikes up when doing the simplest tasks, like its sitting at 31-33c° then sometimes just spikes up to 64-71 when i open a program. i bought this CPU yestoday i dont want it to be scrap in days :D

I seem to have narrowed down the problem, i was actually OCed , i have the Asus Z2270F strix gaming motherboard, and on my first startup i did EZ tuning and it OCed my CPU by 15%, i didint know that would OC my CPU but atleast now i know

yeah, the auto oc was probably bumping more voltage then necessary, but even with that said 75 degrees most certainly is not high for a 7700k period, let alone a OCed one. like i said, the voltage was likely too high so it was ramping up to higher temps than need be, but the spiky nature of the 7700k is normal and even stock 7700ks will ramp up to 70 doing light tasks for a split second. the key is just to make sure that under heavy load(stress tests) youre under or around 85 and youre fine.
