Need help choosing server CPU: E5-1620 v4 or E3-1270 v5?

For starters some background info: our dedicated server is mainly used for a large discussion forum with a SQL database plus a handful of small sites. Currently we have: [Dual CPU] Intel Xeon E5620 2.40GHz

We haven't changed servers for years and want to do so ASAP for a location change. The provider we're looking at has two main options that are in our price range: E5-1620 v4 and E3-1270 v5

Is any of these better for the smoother operation of a discussion forum? I'm no expert so the benchmark figures I've seen make them almost indistinguishable in my eyes except for the following details:

- I've read that the E3 is newer in general but in this case the model in question is Q4 2015 whereas the E5 above is from Q2 2016
- the E3 has minimally higher clock speeds
- the E5 uses heaps more energy: 140W compared to 80W

I'd be grateful for any advice as to which one to choose.

IMO a 1620 v4. Why, quad channel memory instead of dual channel and the ability to support more than 64GB RAM. Databases LOVE RAM and RAM bandwidth. The 1620 v4 has double the RAM bandwidth.

The E3 is skylake, vs broadwell for E5, the E3 has a better IPC and faster clock speed, same cores, same thread count, 4 channel memory might have you looking at the E5 for memory intensive applications.

So normally i'd go E3, cheaper mobo if you can find one that takes it (there was some segmentation in mobo's that can take Xeon's around that time), cheaper ram kits, faster, much lower TDP.

Here i'd go E5 because of the memory channel situation.
