What does only one-dimm per channel mean? And will this work... ?

Ryzen CPU's support only 1 dimm per channel for higher memory speeds (2666 or 3000MHz and above?) The motherboard I plan on buying has 4 RAM slots, so what exactly is meant by 1 dimm per channel? I have 1x8GB of RAM and I plan on upgrading to 2x8 once I get the money to do so. So if I insert the 1x8GB stick in a1, will I be able to hit the higher RAM frequencies? And once I get the second stick if I plug it in a2, what will happen?
 
The AM4 motherboard platform uses dual channel memory. One DIMM per channel means using two DIMMs. Normally a kit of two matched modules is used.

Adding an extra stick of memory to an existing stick is not recommended. Memory manufacturers guarantee the rated specifications of any memory to be obtainable only in the kit it is sold in. If you are adding an additional memory, the rated memory speed timings may not work due to the extra stress on the memory controller. Therefore, you may need to relax the timings and/or frequencies in order to get 2 random single sticks of memory to work. Another option you may need to do is increase the dram voltages or reducing the CPU multiplier.

That was the one thing I was worried about... but considering the hike in RAM prices right now... I'd really like 16GB of RAM, but I'm planning on a Ryzen build and the higher RAM speeds do make a big difference in the performance of those Zen based chips. 16GB of RAM is just not in my price range right now.
Even if I buy the exact same model of my current stick of RAM to add... will that interfere that much with the memory controller? And I am buying an 8x1GB stick of RAM @3000MHz.

Finally, if I have only 1 stick of RAM in my motherboard... I will not be able to hit 3000MHz either? So should I just go with a 2x4GB @3000MHz kit of RAM and upgrade to 2x8GB @3000MHz in the future?
Will this allow me to hit the rated 3000MHz and maybe even allow me to overclock it and reduce the timings?
