Is the pre applied thermal paste dried out

I just received my i5 6400 with the stock CPU cooler from what I've seen previously is the part that has the pre applied thermal paste usually has a sticker covering it and mine does not should I buy new thermal paste or is that the way it should be

It's probably OK. The cover is not air-tight anyway. But that is odd there is not cover. I would probably replace it out of caution.

last i5 i bought for my wife didnt have a "sticker" covering the pre-applied thermal paste it was just the whole cooler in the plastic package, no need to change it if its ok.
