DSL on a normal phone plan (no added internet)

I'm getting DSL internet setup at my house. I only want internet and no phone, but the only company that services the area won't sell internet without phone service.

I already have a DSL modem.

If I get just the phone service, then hook it up to my DSL modem will I get internet? Do they have to activate the modem on the network?

If you only order phone service, DSL services will not be connected at the central office for your line. So no, your modem will not work since it will not be connected to the DSLAM at the central office.

DSL runs over a normal phone line, so you need a phone service, even if you never use the phone.
There are two components:
-Phone line rental. Some telco spent $$$ installing phone lines everywhere, so to make any use of their line you need to pay
-Data. You use the ISP's servers so you need to pay for that too.

I have ADSL at home, but no phone plugged in. ~$60/m includes phone line rental and 250Gb data.

You won't get any internet without paying for it.
