Newly built PC turns on and off again in a never ending loop

Hey Guys,
So I have just assembled my first PC build with the following components: https://ca.pcpartpicker.com/list/VK8xKZ
When I first went to boot it up, it turned on for a few seconds (Fans started spinning, LED's lit up) and then it immediately turned off. It then repeats this cycle until i turn off the PSU.

After performing a POST test with a speaker attached, I got 5 beeps of the same length (Im unsure if they represent short or long beeps) but I could not find a POST beep guide for my motherboard.
Is the issue that my motherboard only supports 6/7th gen CPU's when mine is 4th gen? If so, how can i update the BIOS of my motherboard?

That is correct. You need a Skylake based CPU to install into your motherboard, then flash to the latest UEFI. After which, you should be able to install your own CPU. Otherwise, you would need to return your motherboard, or possibly take to a local PC repair facility that has the proper parts to accomplish the same task.
Your CPU looks to be Kaby Lake based. The 100 series motherboards were originally for Skylake, but later got support for Kaby Lake with BIOS updates. You need UEFI updates to support the Kaby Lake CPUs. Some high end boards can flash the BIOS without a CPU, but most will require an older CPU installed to update.

So i'll essentially have to borrow a friends CPU that would be compatible with my MOBO then install the update?
