Fully capable PC lags/stutters with ANY game

Hello thread, I've recently upgraded my old gaming PC with a new graphics card, power supply and an SSD. I have also started on a fresh windows 7 to ensure the PC runs as cleanly as possible, however any game I play I get major stuttering and lag at about 20fps. I cannot see what the problem is with the PC, however I am not so great with computers. Any help would be greatly appreciated.

8GB System RAM
NVIDIA GeForce GTX 1060 6GB
Intel Core i54590 3.30GHz @ 3.3 GHz

Your CPU may be too weak for your GPU. That isn't a bad CPU, but it may not be up to the task of feeding a brand-new 1060 frames to render fast enough for the 1060 to not be bogged down, leading to stuttering.

Christ I didn't realize it be that bad, thought it was a decent CPU as well. Any cheap replacement CPUs you could recommend at all?

The CPU's fine for this GPU. I'd look elsewhere. Did you fully clean out the old drivers with DDU?

I removed the old HDD and replaced it with a 500gb SSD, putting a fresh windows 7 install on it. I've updated all the drivers but still having no success with games

mm...were the games running good before the SSD upgrade? im just having a guess that the SSD is faulty :/ or maybe even the GPU. maybe if you can, try putting back the previous PC parts(the parts before the upgrade) one by one and see if it solves the problem, then you can see if any new upgraded part was causing the problem. ye i know it'll be a but frustrating to use the older parts but i think its worth it :p
