i7-5820k bottlenecking gtx 1080 ti, frame rate drops and stuttering

So, for almost 6 months I have been getting massive frame rate drops and stuttering in games. I tried everything I was recommended including a fresh clean windows install. I even had my pc checked for any faulty hardware, cleaned of all virus' and malware (which there was a trojan and some adware), & stress tested. I got my rig back and it still was dropping frames making games unplayable. I found out what the problem is, my i7-5820k CPU is using 100% on all cores when playing games which in return is bottlenecking my Gtx 1080 ti. I have tried to stop processes which showed only the games are taking up all the CPU power, uninstall apps that were installed when this started, and lower graphics options (which i shouldn't have to do with a brand new and one of the fastest graphics cards available. My temps are fine the cpu is not getting over 50 degrees celsius at 100% load and my gpu is not getting over 70 degrees celsius. The rest of my hardware is as well not overheating. I have updated the bios to the current one, updated any and all drivers. Does anyone have any suggestions? My cpu should not be bottlenecking the gpu. I did have 2 980 ti's and the same cpu and it worked for 2 years without any fps drops and/or stuttering but then started to about 6 months ago. Thank you. My other specs are

Plenty of fans and great airflow

The task that are putting the cores to 100% are the games when they are running. Weird thing if I change from fullscreen to borderless windowed the cpu goes back to it's regular usage and doesn't bottleneck the gpu. I know any windowed mode uses less power across the board but it's using the exact amount of power that fullscreen used to
 
I'd try multiple games as well. I'm running a 5820k OC'd in an ASUS X99 board, as well as my 1080 OC'd. No problems with framerates or stuttering that you're having. I also play 99% of the time in fullscreen, with occasional borderless Windows. Results are the same. What resolution are you playing at?

Steam games do this, Windows Store and Origin games, so most of my games. I am playing at 1440p and have tried 1080p. I was wrong about using Borderless Windowed mode and it using less CPU%, sometimes the games will run fine but most of the time I am having frame rate issues. The games were running fine since I built the computer almost 2 years ago, and then all of a sudden they started to stutter.

This started while I still had my 980 Ti's so I know it's not the graphics card. My cpu is already at 4ghz. Strange thing, if I ALT/Tab out of a game the CPU usuage goes from 100% to 55% and it seems the games aren't stuttering. i just found out about this an hour ago, so I will try it on other games and for longer to make sure. Gawd this is frustrating
 
Imposibro,there is no game out there that can fill up your cpu 100% ,either your CPU clocks down while gaming in full screen for whatever reason or it shuts off cores.
You can setup afterburner/rtss + hardware info to show you clock speeds wile gaming and individual core usage (and anything else that might be important)

Also make triple sure that memory compression isn't running on your system.

well its not possible that gtx 1080ti would bottleneck the 5820k. I have 5820k with gtx 1080 and when i play games, most of the CPU cores are 10% loaded except few which are 90%. For example when i play CS GO, only 2 cores are loaded to 90%, the rest are sitting at 0 to 10%. In GTA 5 which is CPU intensive game, all the cores are not fully utilized. Better test your CPU and GPU in some other working system.

This is probably some sort of software error or game setting when you're full screen that is causing this 100% cpu usage. So just play around with the game settings and see if it makes a difference.

Yeah, I have both afterburner and Open Hardware Monitor and it is showing 100% on 5 of the 6 cores for Mass Effect Andromeda, 98% on the 6th. Other recent games like Prey, Watch Dogs 2, Gears of War 4, and Ghost Recon Wildlands are using 80-96% on all cores. Before these games were stuttering I was getting nothing more than about 60-80% on the cores. Even an older game like Dead Space is using 96% on 4 of the 6 cores, the other two cores seem to be using the regular amount of power%. Like I said in an earlier post it is so frustrating because my rig was running just fine for 2 years and no frame rate problems ever since I built the PC and then all of a sudden stutter city. It is weird because I will play 30 hours of Mass Effect and no hiccups and then bam the frame rate drops for 1-7 seconds then back to normal. The other games seem to stutter right after loading them then they will run smoothly for about 30-45 minutes and back to the stutter stunnaz.

What is memory compression? Thanks for your time

Just a thought, drive issue? If you can play ME for 30hrs just fine and then have issues, that seems to me to be a heat issue. But if the temps really are fine then perhaps when you are having issues getting info from the drive that has the game?

I thought it was a drive issue, but it can't be because i have games on a SSD and a WD Black HD and games on both drives have frame rate issues. Could it be the PSU? it is EVGA 1300w Gold so obviously I have enough power but maybe it's going bad?

I did downclock the cpu to it's stock frequency but no luck. I also have checked each stick of ram each by it's self. thanks for the suggestions.

I just noticed my GPU's power% goes from 99% and drops down to 10% randomly during gaming. Anybody know why it might be doing this?

UPDATE: I found out why the power% is dropping, it's when I press select to go into the map/inventory/neuromods area
 
Something is definitely wrong. It's hard to say what the problem might be without having the computer in my possession and testing it out myself. I have a haswell CPU myself. I have a Core i7 4770k. It has 2 less cores than yours and it never goes to 100% usage in games even when using a GTX 1080 ti. It's very odd that the games are causing the high cpu usage.
