Need help with poor performance on GTX 970, also random shutdowns

I Get awful performance from my GTX 970 and I do not know why. According to GPUz during the Heaven benchmark on the extreme preset my power consumtion is 259% and GPU Load is 100%

However the Core clock stays at only 135MHz and the memory clock stays at only 162MHz. On these setting I average around 8fps

This is the same for other benchmarks and games, I don't reach 30fps in Skyrim on low at 720p

What could cause these issues?

Also the PC will, when playing games just suddenly switch off. Sometimes it happenes after an hour, sometimes after 5 minutes but not in general use.

Its been like this for over a year now and I can't seem to fix it so any help would be appriciated

Thats not even specific to benchmarking it does that while idle, I presumed it could just be a faulty sensor since the gpu hasn't actually melted yet
Interestingly sometimes if I re-seat the card it only says 120% power consumption but then goes back to the 200's the next time it's booted.

Yeah, that's basically saying it's pulling over twice the amount of power it's ever supposed to at full load.

Actually...if that sensor's gone bad, it could be causing the card to not pull the correct amount of power from the PSU, thereby starving itself and causing the system to crash. I don't think that's a user-replaceable part, if it's replaceable at all.

I considered something like that which could explain why the clock speeds stay so low, would there be any way of checking? I don't have another system to try the card in unfortunately

No my friends are all console gamers.

I could try to find an older used card with similar power requirements to test with I suppose?

Alright thank you for the help, I initially got it prebuilt and the PSU is super sketchy so I was going to replace that eventually anyway but I'll find a card at a decent price to test with first.
