Blue screen after installing graphic card drivers (only first boot up)

Hey forum.

I had bought a new motherboard, installed Windows 7 operating system, and it works fine. When I install graphic card drivers, it still works fine. But when I switch off computer's power supply, then switch it back on, I turn on the computer and I get a blue screen error saying system has halted. This happens only on first boot up after switching the power supply on. After first boot failure the system boots fine the second time. I uninstalled graphic card drivers, and tested the same power supply switching scenario, no blue screen error this time. Tested with two different graphic cards and there's the same exact problem. How to fix this?

My system specs are:

MOBO: Intel Serverboard S5520HC
CPU: Dual Intel Xeon X5687
RAM: Hynix & Samsung 64 GB RAM (4 x 16 GB) 1600 DDR3L-Registered
GPU: Asus Strix RX 470 8 GB (Also tested with Nvidia Quadro 4000)
PSU: XFX TS750 80+ Gold

Other components:

SB X Fi Elite Pro - sound card
USB 3.0 Type C - card
Asus PCE-N15 WLAN - card

I would appreciate any help.

Yes I had removed other components, but the problem still occurs. I will do more tests, hopefully my brain won't explode...

Yes the issue still occurs. I had removed CMOS battery, doesn't help. I will try installing Linux and see if there's any errors. Thanks for your responses, I will keep you updated.

The battery seems fine, but I guess I could try replacing that. I have installed Linux Ubuntu 16.04 and the latest graphic card drivers for RX 470, have had no errors thus far, even after switching power supply off for 30 seconds. The problem occurred on Windows 7 and 10, so maybe it's operating system related issue?

I will download Server 2012 R2 for testing purposes tomorrow, but I'd really prefer to make it work with Windows 7 or above.

The same issue occurs with Windows Server 2012 R2: NMI_HARDWARE_FAILURE. Anyways, thanks for trying to help me.

There's another problem I have. There are two LAN-ports in the back of the motherboard. While installing network drivers, I get error "Cannot install drivers. No Intel(R) Adapters are present in this computer." I can't even find those network adapters in the Device Manager. Any solutions to this problem? Maybe this problem requires a new thread.

Bios version is S5500.86B.01.00.0061. Not sure if it's the latest actually. Could updating Bios to latest version fix some issues?

This is what I have in the Bios - BMC LAN Configuration.

I don't understand what to configure here, but at the bottom there's an option User status - [Enable].

Oh and yes, I tried to install LAN driver version 22.3.

Yes! No more blue screen error and the network is working on Windows 7 now, without having to install any drivers. You are a great adviser, thank you so much, I'm so happy I cannot describe! :D
