Looking for a good i5 for gaming and maybe some editing with ddr4 ram support. What's the best i5 to buy if I'm trying to stay on a budget?

The advantage to the 1500x is it comes with more cache (good for editing) and also comes with a better stock cooler which can oc in the 3.7ghz range without buying another one. So basically unless you want to make a run at 4.0/4.1 it's a free upgrade since you don't need the cooler

You definitely want to oc. Doesn't require anything on your part but 2 mins in the bios or with the included ryzen master software. Ryzen (especially the 1400) is slow without an oc, the 1500x is okay out of the box. But no reason to throw away free speed.
