I'm using 25% of my memory each time i restart my laptop.

Don't think it's out of the ordinary then for Windows 10.

With everything close and just Windows running, my system's using 2 GB. It loads a lot of itself into RAM on startup to make the user experience as quick as possible. When some other program requests RAM, it can shuffle things out to disk and then back into RAM as it needs it.

The 1 GB of RAM "missing" is likely due to the integrated graphics reserving that. To double-check, type 'msconfig' in the start menu, go to the 'boot' tab, and make sure that the maximum memory checkbox is not checked.
