There is no blanket 'Yes' or 'No' answer to 'will x CPU bottleneck y GPU?'. Any CPU can bottleneck any GPU under the right scenario, vice versa. It is inevitable, just like how there's always a winner and loser in a race. Instead of asking about bottlenecking since it's a pointless question, ask 'Will x CPU perform up x framerate, and will y GPU perform up x framerate at x Visual quality and resolution?'.
