My new mini-ITX build is not working and did not POST. Help please?

hi,

This is my first time building alone. I have a rig already but my new job involves a lot of travel, I hate gaming laptops because they're overpriced, and I want to build a small, mobile desktop that could easily be transported in my car.

I have read the requirements here before asking a question about POSTing. So please see below:

CPU: i5-6500, 3.2 GHZ, 6MB Cache, LGA1151

Cooling: Cooler Master Hyper 212 LED

MOBO: MSI H110I PRO AC 2DDR4 (https://pcpartpicker.com/product/wTnG3C/msi-motherboard-h110iproac)

Memory: Corsair Vengeane LPX 2x8GB DDR4-2133 (https://pcpartpicker.com/product/PL2rxr/corsair-memory-cmk16gx4m2a2133c13)

OS: Windows 8 (disk), Windows 10 64-bit (USB)

Case: Fractal Design core 500

To go through the list:

1) Yes I read the 6 pages in the MSI mobo manual.

2) 4-pin CPU power is plugged in at the mobo and the PSU.

3) Case has raised screw-in points/doesn't need standoffs.

4) Removed and reattached video card several times and it is seated tightly.

5) 6-pin power connector attached to video card and PSU in VGA slot.

6) ***Booted with no RAM, got series of long beeps from system speaker. Booted with one stick, no beeps. Swapped sticks and position one at at time, still no beeps.***

7) Confirmed all memory modules inserted.

8) Manual doesn't say which slots are correct for RAM but I alternated with all two of them.

9) Plastic guard was removed from CPU socket.

10) Confirmed CPU was installed in correct orientation. Locked socket properly.

11) No obvious signs of bent pins under CPU.

12) Thermal paste did not get onto any surfaces besides top of CPU.

13) CPU fan is plugged in and working.

14) Discarded stock cooler.

15) Inspected for loose screws or components under mobo. None found.

16) Was grounded via a strap during building.

17) System speaker is properly installed.

18) Read mobo and case instructions on properly connected front panel. Front panel working.

19) PSU switch is on.

20) PCPartPicker verified that CPU and BIOS are compatible prior to purchasing.

21) I don't have a CMOS jumper as my brand new mobo did not come with one. I did not jump the CMOS.

22) Integrated video port is working.

23) Removed and reattached all components to ensure tightness.


Now that we got through that, here are my problems:

1) as you saw above, the system speaker only makes a sound when I have no memory installed. When memory is installed and at all other times, speaker is silent.

2) When I have video card installed and connect via DVI to monitor, I get message that PCI-E power plug needs to be connected to video card. It was an I reconnected several times with no changes.

3) When I had the above issues, I swapped out my new PSU with one that I can trust as working. After swapping all of the cables and the PSU unit, there was no change: the system still started up and brought me to the BIOS window, but there were no beeps from the speaker.

4) BIOS is not detecting either SSD which are connected to SATA1 and SATA2 respectively. There is no SATA0. I connected a optical disk drive to SATA3. It worked for a few reboots while I was troubleshooting but now the optical drive turns on for a few seconds then turns off. However if I open the optical drive to remove the disk it still does this. Will not automatically go to Windows installation anymore. Even if it did, I'm not detecting any SSDs.

5) For a while, the system fan wasn't turning on but CPU fan was. When the optical drive stopped working, the system fan suddenly started working.

6) The HDD LED flashes once when I turn the system on then does not light up again.

7) Currently, when I boot up with everything attachwd except the SSDs, it ignores the Windows 8 installation disk and brings me right to the BIOs. The fans are spinning, there are no sounds from the speaker and the optical drive is on. I've put aside the new PSU and am using the 650W which I know is working from my other build.

Please help. This may be an RMA issue but I have done a lot to try to solve it. It's not the PSU because i used two. It could be the RAM, the CPU, the mobo, the SSDs, and/or the video card but these are all new/unused and I can't figure it out.

No change. Still no beeps, no SSDs detected and windows 8 installation still not running at boot despite disk being present in optical drive.
