First gaming pc build 4k and VR

Hi! I'm 16 years old and planning to build my first gaming pc. My budget as the title says is 1190$ although I'm willing to spend a little bit more for major improvements. I plan to use oculus rift and play 4k games in the future so my pc has to be able to handle that. I want my pc to look and preform well. Here's what I have so far I'm open to suggestions so please give me advice

First one is nearly 40% more powerful than the second one and comes only for $300 extra. You should wait for some time add more to your budget and go for first one if you wanna game at 4K.
