Who provides servers for for Steam games?

When I buy a game from Steam that has multiplayer, who provides the servers? the devolepor or Valve?

If I get GTA V directly from Rockstar, will I be able to play it with my friends who purchased it on Steam?

The developers or publishers would host their own servers and not Valve as it would be too expensive. In the case of GTA V, as you have mentioned, Rockstar hosts their own servers. As long as you and your friends are playing on the same platform (PC, XBox, PS4) you should have no trouble playing with each other.
