GTA V Nvidia DSR doesn't work help

I have a problem with Nvidia DSR. I'm trying to use it in GTA V. I turned it on in the Nvidia Control Panel and then in game it won't let me change the resolution higher than my native 1920x1080. I got it working for a while with 4k but fps was too low for me and i tried to change it to 1440p. Sometimes it won't let me change the game to fullscreen after I turn on 4k and it defaults to windowed.

I made 2 videos showing what happens. In the video you can see when the game starts it flashes a windowed screen then goes back to full screen. It didn't use to do that. Any help is greatly appreciated.

Specs: i7-4790K, 980 Ti, 16GB 1866Mhz Ram, SSD

Try vsync if you haven't and see if that freeze/fps drop happens still.

I reinstalled the game and the latest graphics driver and used DDU. It remembers my settings now and I used DSR but after changing the DSR settings in the control panel it won't let me use it anymore. I made sure to get past the first checkpoint in the game.

I have a new problem now as well. When I press escape and go to the menus the fps stutters. I have Rivatuner to see my hardware temps and usage and my GPU usage drops and causes my fps to drop and cpu usage is only at 50%. Overheating isn't the problem. It seems like the graphics driver/card is buggy in this game.

Next I guess I'll try an older graphics driver. I had 0 problems with this game when I last played it a month ago. Since then I've reinstalled windows and got all the latest drivers.

For nvidia I honestly had to revert to 378 drivers for my 1080 and 1080Ti. Anything newer caused stability issues; game crashes, freezes, blank screens, flickering screens, driver crashes. And this was on two systems; in both W10 Pro and Windows 7 PRO Reverting to the oldest driver on the nvidia site resoved the problems.

I don't know anything else that can be done. I would like the game to run perfectly but I guess that won't happen. Im just gonna reinstall the latest driver and deal with it for now.

I fixed my fps drops in the options menu. Having Vsync Fast mode on in the nvidia control panel causes it. The game crashed once while I was testing things. When I launched the game it started minimized and then usually it goes to full screen but didnt this time and it crashed. Problem after problem and it seems to get worse over time.
