Disk usage is 100%, but my highest active time is only 2%

My disk usage is 100% but my highest active time is only 2%.
So I've been getting 100% disk usage like a month now, its really annoying. I tried everything to get it low. (Its 100% when its 2mb/s). I even tried to downgrade my pc from windows 10 to windows 7 so it maybe would help, but it didn't. (Also tried to upgrade my drivers).
I found out today that my highest active time is only like ~2%, while the disk usage is 100%. Is there any way to increase the highest active time?

Where exactly do you see "100% disk usage"?

All I see is 264 KB/s, which is unrelated to disk usage. Disk usage refers to how full the disk is.

Also, 264 KB/s is well below full speed. It would be about 0.1% of the available transfer speed. The disk speed charts in resource monitor adjust their Y axis based on current/recent usage. It does the same thing with network usage.
