High CPU usage while watching 4k video on youtube

Hi all,
I was watching 4k video in 60fps on youtube [On Google Chrome] and the video kept pausing and lagging, i checked cpu usage and it was always 95+ and when reaching 100 this is where it stopped for micro seconds/ second and kept jumping but whenever reached 100% cpu usage it stopped video/pc lag.
I checked on Microsoft edge it was using also 91-98% of cpu but never went to 100 and lagged, on microsoft edge seems to be running good [except that when i click to change something for example stop video it takes few seconds to stop it as its doesnt have immediate response but the video runs all good on edge.

Why is that ? How can i improve the performance especially on Chrome so the video runs smoothly ?

Ok sorry i was about to edit post to add those but i see you quick replied.
So my CPU is : Intel core i5 3570K
GPU : Sapphire AMD Radeon 7950 hd

I also downloaded open hardware monitor
And while watching the video 4k 60fps,
The CPU 1,3,4 Jumped to 100% just the CPU 2 didnt jumped to 100 it was max 96.
CPU total was 98%
The MHZ they all jumped from 1600MHz [usually stays like this] jumped to 3600MHz all 4 cores.
The temperatures rised to 44-54C max usually it stays 24-36C

The temps are fine. I am assuming you have a 4k monitor? This would have more to do with your gpu then your cpu. That card is 3gb. Download gpuz and set it up to say what the highest amount of memory you are using. Also monitor the gpu temps. I am thinking your either running out of memory on this low memory gpu. Or your card is overheating due to it being old and dusty inside with possibly degenerated heat paste. Probably the second one.

First of all that pic u showed did not show the max temps and usage. Open the little down pointing arrow on each line and set it to max. Then you will know what the max is for each area. What you showed us was all the gpu stats at idle.

Also your not watching it 4k on a 1080p monitor unless you are using virtual k through the graphics card software.

It looks like your video card is not working correctly. Most likely it is a software issue. Did you by any chance update it lately. I have put 2 images below. The first is gpuz while watching your movies. Notice the core clock and memory clock at load. The second is gpuz at idle. It looks to me that gpuz is at idle while watching this movie.

Sure our cards are different but the principle is the same.
 
If you have graphics or driver issues, one of the most common fixes is a clean uninstall and removal of your graphics drivers.

To uninstall your drivers, first download and run Display Driver Uninstaller, and follow it's recommendations of booting into safe mode and ect.
(This is a direct download link so you don't grab the wrong version)

You'll download a compressed file called "[Guru3D.com]-DDU.zip"
Right click and choose extract.
Go into the folder and run the DDU v##.##.exe
This will extract more files to this folder.
Run Display Driver Uninstaller.exe
Choose Yes when it asks you to boot into SafeMode.
After you've rebooted into safe mode.
When DDU comes up, if it hasn't selected your GPU manufacturer (Nvidia/AMD/Intel) then choose it from the drop down list
Press the Clean and Restart option
If a window comes up asking to disable the Windows automatic installation of display drivers click yes.

After (or before removing the old drivers, just put the new ones on the desktop or somewhere handy) rebooting back into Windows, manually download the latest drivers from Nvidia or AMD, don't use auto detect, choose you GPU model and OS from the drop down lists.

I checked and when using gpu stress test the clock speed and all goes up seems to be all working good but while watching youtube video in 4k the graphic clock speed all stays 150Mhz and 300Mhz no changes

Are you by any chance using afterburner? At one point I owned a 7970 and noticed sometimes that MSI Afterburner sometimes does not play nice with Crimson(CCC at the time). I would have to go into the AMD control panel and set the max speed for the card.
