PROBLEM: Speed between WIN 10 pc cuts in and out when copying files or streaming from that pc
Speed is great with no drop outs when copying files from WIN 8.1 pc to WIN 10 pc.
NETWORK INFO: Streaming to Telstra TV (Which is in same area) is fine streaming from internet of WIN 8.1 pc.... See Attached

Could be as simple as the router is having issues hearing the pc wifi clearly. When you are going in the other direction the router is the one doing the transmitting and it may be stronger.

First test is to use a ethernet cable so you know if it is a wifi issue or if it is some strange disk/OS or other issue.

If it is WiFi it really depends if the nic card is actually transmitting at maximum legal power. USB based cards tend to not. There is not much you can do except buy one that does. This tends to be tricky to find out how much power many cards put out. The FCC site has the info but it is tedious to dig though the reports. It could also be interference that is worse near the router, you could try a different radio...
