What you probably meant to ask is "why my system cannot see more than 3.25GB of memory when I have 6 installed".
The answer is: to be able to use more than 4GB of memory, you need a 64 bit CPU (which you have) and a 64 bit operating system (which you don't have - it is 32 bit). Your 32-bit windows installation is the culprit.
So, the solution is to install a 64 bit OS from scratch.
