Frames Drop from 60 to 1 then after a few seconds go back randomly

Frames are just dropping randomly from 60 to 1 then back and i haven't a clue why, my CPU temp when gaming is between 37 and 40 and GPU is 55-59 and i re-pasted my CPU To see if that would help, it has lowered the temp but hasn't changed the Frame issue, any advice would be helpful thanks.

Spec:
Intel i5 6400
AMD R9 380
MSI H110M
Cosair 8Gb ram
Thermaltake 600w

Is that 8 GB of ram on one stick? If so, that could cause your issue. Use two matching sticks of ram to run in dualo channel mode. Also what game? as long as the temps are below 80c you are fine.

Run any antivirus/malware programs you got. If you havent already.
Might just be a program running in the background.. Check if your CPU usage spikes when the framdrops are happening
