Ill get right into it, i get like 20 fps on Arma with standard graphics, starting to piss me off so i've saved some money and ive considered upgrading, tell me if my upgrades will make an improvement on the game and how much of an improvement,

My Specs:

AMD A10-6800K 4.10 Ghz (Quad)
Gigabyte GTX 1050 Ti (4GB)
16 GB RAM (DDR3)
MSI A78M-E35 Military Class Motherboard

Upgraded Setup:

Intel Core i5 7400 3.2 Ghz (Quad)
Gigabyte GTX 1050 Ti (4GB)
8 GB RAM (DDR4)
Asus Prime B250M-K Motherboard,

It would be fairly even, i'd personally opt the Ryzen 1500X since it's a much better multi-tasker and will do better if you render, edit, stream, etc. But the i5-7500 will offer marginally better FPS overall in ARMA 3 from benchmarks I've seen. If ARMA 3 is your only concern you can just get the i5-7500 if you wish, but i'd opt the Ryzen 1500X for it's ability to do other tasks better which might benefit you.

Somewhat... The i5-7400 is a good jump from the A10 but you are also halving your RAM which depending on what you do in ARMA 3, may be a drawback. I'd personally recommend trying to get a i5-7500 if possible, it's usually only slightly more expensive and has better clock speeds. Other than that check the prices of the Ryzen 1500X and see if that is an option, a much better buy in my opinion. Getting 16GB RAM would also be nice since you already have that much of DDR3, but you can always add more RAM later if you leave enough slots on your board to do so when you see fit. Hope this helps :)

Certainly. Just make sure it's paired with decent RAM, the faster the better with Ryzen it will effect your maximum performance. 2800-3200 MHz is a good sweet spot but either way the higher the better.

The i5 in this case, the Ryzen 1500X would be a better pick than the i5-7400 but going down the GTX 1050 would make the i5 the better performer when paired with the GTX 1050 Ti. If the Ryzen 1500X is to much of a hold on the budget, keep the 1050 Ti but try squeeze in a i5-7500 if possible.

Yes it would have a slightly higher FPS in most games, but not by a massive jump. The reason i recommend it is because they are usually priced within ~$20 of each other and in which case it would be worth the extra money for the 1500X but if it costs more where you are buying stick with the i5 and you won't be loosing a lot of performance, just a couple.
