PC will occasionally not make it past the motherboard splash screen when my phone is plugged in/charging through USB.

Hello,

So my computer will sometimes not boot past the motherboard logo when my phone is plugged in and charging.

Additionally, I've found that my graphics card (GTX 970) is slightly under performing in games such as League of Legends and Overwatch. They run at a much lower FPS than what they used to. I mention this because the issues could be related.

System Specs:
Motherboard: Asrock X99 Extreme3
RAM: 16.0 GB
Processor: Intel Core i7-5820K
GPU: Nvidia GTX 970
OS: Windows 10 64 Bit
Hard drive also only has a 100 GB left of a terabyte so maybe it's just slowing down?

I am not sure what do to do or even where to start because I regularly update my GFX drivers and defrag my hard drive. I also used CCleaner and checked the hard ware temperatures.

My first guess was a faulty PSU because maybe my PC isn't getting enough power to turn on with a phone plugged in??? and maybe my GPU isn't getting enough power so its performing worse. This is what I found when I googled this problem but there were a lot of conflicting answers. I am not really sure.

Edit from phone: PSU = corsair cx750m the newer version with the black and white sticker.

it is possible as a power supply degrades with time (read normal use = years) issues can creep up in your system, but not booting because phone is plugged in sound like your system is seeing the phone as a bootable device,, try plugging it into a USB3 plug instead of USB 2 that should give you 2 things faster recharge on phone and system will ignore it when booting.

as for the "stability of your system : you failed to mention your PSU make and model so it is hard to judge.
have you run HWinfo on your system to see how the voltages are looking like ?
