Why isn't my rig performing well?

Hello, I'm having serious issues here, recently I bought a budget gaming rig that isn't too shabby and it isn't performing as well as it should. Here's the Rig:

CPU: AMD FX-8370
GPU: GTX 1050 Ti
MOBO: Gigabyte 990XA-UD3-R5
PSU: Bitfenix BPA500 500w
HDD: 1TB Seagate Barracuda
OS: Windows 10 Enterprise
Display: Samsung SyncMaster TA-350 1080p monitor

Now I originally liked this build and expected a lot from it for its price as a 1080p gaming rig but its not doing well at all.

I compared it to my friends older gaming setup, hes running the following:

CPU: Core i5-4460
GPU: GTX 750 Ti
MOBO: Gigabyte P81-D3

We haven't done much comparison but the one we managed to do was the GTA V built in benchmark.

My Rig: avg 60fps min 30fps(ouch) max 90fps
His Rig: avg 70fps min 45fps max 100fps

These were on high to very high.

This is really disappointing considering everything I have is supposedly higher than everything he has, we could say equal CPUs, but still why this huge difference in fps, I've taken my PC to experts they have no idea whats wrong and they didn't believe my friends PC was out performing mine till we brought both and bench marked both in front of them, anyone know what's wrong / a way to fix it?

What the heck is with the FX hate? Yeah, ok, it's old, we get it. I run an FX-8370 and have zero issues with games that are less than a year old on high settings.
Well, so, the 8370 is not very impressive. It's certainly not on the same level as an i5, much closer in most applications to an i3.

With that in mind, GTA5 is a CPU intensive game. It isn't surprising to me that his rig would do better. Try benching in something like Unigine Heaven, and you're going to perform better than him, by at least the margin he beat you by in GTA5
 


Your benchmarks seem about right.
As kaptainkuftic stated your CPU is not as good as your friend's.
 
Seems like you rushed into purchasing too early and missed the Ryzen train, unfortunately.

i5 is a better CPU for gaming than FX 8370, and CPU-intensive games will run better on your friend's rig no matter the fact that your GPU is faster than 750ti. As told above, try running a GPU-intensive benchmark, or a game like the Witcher 3 or similar, and things will start looking much better for you.

You might want to consider upgrading to Ryzen 5 1600 or similar CPU, it will provide much more consistent performance across all titles.

OMG YES WHAT IS UP WITH FX HATE?
I can run an 8320 and a 8350 with a 750 TI and even a 660 TI and play games on Ultra and get great frames.
Frame rate drops are pretty normal with FX systems. And you're taking about 10 FPS.
Ironically if you run the games on higher settings you probably will get more out your 1050 TI.
10 FPS isn't a "HUGE" difference. What. Also does he have an SSD drive?
You can't just use GTV as a gaming benchmark. You should try CPU intensive games and compare like Overwatch or PUBG.
There's some games that are really card intensive and really CPU intensive and FX will do better in those situations.
