Black screen after windows boot, and glitchy lines and eventually crash

I have had this problem ever since i got my new gpu (Radeon R9 280x 3gb), i can sometimes play games for hours without crashing, but i get wierd glitchy lines on my screen randomly, but the crashing happens mostly when my screen goes to full screen or i launch a game. sometimes after it crashes and i have to hard restart it goes to a black screen after the windows logo, the black screen thing also happened on my old gpu, this is why i bought a new one ('used' on eBay),so no rma, this is a really weird problem. i think it might be motherboard.



Specs:

intel i5-4950

r9 280x

asrock z97m mobo

8gb crucial1600mhz 1.3v vram

corsair 650w psu

1x toshiba 500gb hdd -windows installed

1x wd blue 1tb hdd



Windows 10 64bit



I don't have another system to try my GPU in, any help is appreciated. thanks
 
If it's the same black lines, then we can rule out the gpu being the problem.

Try different inputs on your monitor and different cables if you can. If that doesn't work, try one of your other PCIe slots on your motherboard.

If that doesn't work, you might be looking at a PSU problem or mobo.

I tried a different monitor, still the same and i don't have any other cables (i use dvi-d but my 280x has a dvi-i connector), i only have 1 slot on my motherboard, i did get some thermal compound in the pcie slot a while ago, but that was after the black screen on my old 270x. I think that could be the cause of the glitchy lines on my 280x but it cant be the gpu problem if they both have the black screen problem, well hopefully not. i have got my screen to come up consistently after disabling the driver in safe mode. but when i get it on and after 10 minutes when i tries to update it automatically my screen goes black but i still have sound for like 30 seconds then it stops. same if i try to install my Radeon drivers, when the screen usually goes black in the installation is when the problem occurs.
