What should I upgrade for the best gaming experience FPS Wise?

You need a new motherboard and CPU. If you are trying to record AND stream, you really are not going to find it anywhere. Of course you can go with very cheap parts, but you should save up until you have about $500 and then come back to trying to build parts.
 
Your system comes with a 300w PSU with probably isn't very good. You need both a video card and PSU. Here is the best I would suggest.

Both of the above are right. Both CPU and GPU are important for high framerates, and for streaming. Your CPU is older and relatively weak, and there are no upgrades for it that your motherboard can take. A new video card will also probably require a bigger power supply.

A new video card (and power supply) is a good start. A GPU such as the 1050 Ti can offload much of the load from streaming from your CPU and probably enable you to do it reasonably well, but your CPU will still be an issue in some cases, and to upgrade it you also need a new motherboard, and probably new RAM as well. Grab a new video card and PSU now, but think about a replacement of everything else down the road.
 
Are these parts that you have? Just because it's a total of $180 doesn't mean it cost s $180. You have parts in here that have no prices. This is probably around 600-700 if I had to guess. But what is your max budget that you want, and if you truly want streaming, maybe a Ryzen 7 or Intel i7 is better for you.

I found this on pcpart picker and thought it could do well. any recomendations, I searched for Gaming budget pcs.
 
Something like this:

Core i5 7500 (Intel's latest, includes a cooler)
ASRock B250 mATX (or similar)
2x 4GB of 2x 8GB DDR4 2400
Video card of your choice, something like GTX 1050 Ti, RX 570 or GTX 1060 would be good choices
250GB-500GB solid state hard drive, preferably Samsung or Intel
1TB-2TB optional mass storage SATA hard drive
400-500w power supply with high ratings, probably Seasonic branded
Cheap case that you like the look of

The "7" in the i5 7500 refers to 7th generation, which has already been out for a while. The i5 4690K was 4th generation, which is old and EOL (discontinued) at this point. Intel releases a new generation roughly every year.

Alternately, swap the Core i5 7500 and B250 motherboard for a Ryzen 1600 and AM4 B350 motherboard for something a bit more expensive but probably more future proof and well-rounded.

I could not find all parts on Pcpartpicker or newegg, however I found a 200$ budget pc. Can you tell me how well this will function? or refer me to one
 
You are trying to spend too little cash. You are picking parts that are very old. Again, save up, and get some better parts. Trust, trying to scrap parts will only bring more frustration. Save up and wait until you can get better parts. You can easily build a decent gaming machine for $500.
 
You already have an AMD APU. Nothing AMD makes but one of the Ryzen will make due. You really need a 6 core Ryzen 5 1600 for steaming. I suggest getting the 1050ti with the Antec 380. Save up for a new Ryzen, motherboard, and RAM in a few months.
 


In some ways it would be a downgrade from the PC you have. You'd be moving from a quad core to a dual core.

Just get the GPU and power supply that elbert mentioned earlier. That's also assuming your motherboard hasn't locked down the PCIe slots. $350 isn't really going to do anything. $500 is the bare minimum that should be used for a PC. When I say bare, I do mean bare. And that's not including a monitor, leyboard, mouse and OS.
