Older MB (Asus R2E) with new GPU not working

Hi all.

I've tried everything. I simply cannot get my motherboard to recognize either the Radeon 550 or the Radeon 580 that I put in. They are both powered (the indicator light is on). Windows partition says unrecognized device but driver installers can't see the GPU. Linux partition can't see or utilize the GPU. Neither AMD GPU can drive the monitor or be recognized, and fans don't spin, in any PCIe slot. However, I have previously used this board with a Radeon HD 4870 x2 years ago, and I can currently drive my display with an NVIDIA GTX 280 with no issues (requires no power). I've tried a brand new PSU, no luck. I brought the 580 back assuming it was DOA. It was not. It worked as expected in the store.

Specs as follows:
Mobo: Asus Rampage II Extreme
CPU: Intel i7 920 2.6ghz
Ram: 12gb DDR3 1066mhz
PSU: Corsair HX1000W but also tried EVGA Supernova750G2
OS: Tried both Windows 10 and Ubuntu
GPU that works: NVIDIA GTX 280 (no drivers installed. recognized and drives display).
GPU's that don't work: Gigabyte Radeon RX 550, Asus Radeon RX 580 (fans dont spin, not recognized, even with drivers installed)

Any help is greatly appreciated. Thank you in advance. This is my last stop before I scrap and replace.

Have you made sure your motherboard BIOS is up to date?

Simple answer, the newer GPU's will not operate on an incompatible BIOS environment which means that all the GPU's after the GTX600/RX300 series won't work. The same issue can be seen across the forums. Have you tried running the newer GPU's off a system that is at least of a Haswell build?
