Need help building a $1500 PC (including monitor)

I am making the switch to PC from PS4 in anticipation of Destiny 2. This is my first build.
Budget: $1500, including monitor ($1650 absolute max)
Location: California
Main Use: Gaming, movies, browsing web in general
Operating System: I just need to know the best OS, not included in the $1500-$1650 budget.
I want something that is capable of running very high end games at 60fps and above and with the best graphics possible. Framerate is the priority there (I'd rather have 120fps@1080p than 60fps@4k, for example).
Any tips I can get as far as getting into PC gaming would be appreciated.

The first has a 1440p 144hz monitor, the second is 4k 60FPS.
If you want to bring the second under budget get the Sandisk SSD PLUS 240GB for $81 instead of the 960 Evo.

This is possible the beast of a machine for you with monitor included. It should be able to handle 144fps in 1440p delivering nice rich colors. It also includes an SSD where you throw an OS and a few games for faster load times. Not to mention the newest Ryzen CPU which is killing it right now. What's powering it is the GTX 1080 which is a beast in itself and should have no problem pushing out 1440p for any game. Of course you can go down to a 1070, but if you want the best performance the 1080 is where it is at.

If 1440p doesn't really excite you like others (including myself) then a nice 1080p setup can do. With the 1070 no title can come close to breaking a sweat.

Definitely the Fractal one, unless the Phanteks comes in white. In that case, I have a dilemma. Are they both made of metal?

The first one sounds better. Is there a cheaper monitor with similar/same performance?
Also, what is the (EVGA GTX 1080 SC Gaming) listed under "other" and what is its purpose, as in why do I need it?

This might seem like a dumb question, but as the name suggests, I am a peasant when it comes to PC's. PCpartpicker has a slot for a CPU cooler. Is there a reason you haven't included one in this build?
