Same speed internet, but one has a higher ping than the other to the same game.

Same PC, Same game server ip, different wifi (same speeds), different ping. Both have a different router, so is this a router problem? port problem? I have no idea and can't seem to fix it. Any help?

My house has two different internet providers (4g in aus). One is payed by me the other is used and payed by another person.

The one that has better ping is farther away and weaker in signal. And only for this one game? Nope.

He doesn't mean the wifi is closer...
He means that ISP A is "closer" than ISP B... and by closer when it comes to ISP's we mean it has fewer hops between you and the specific server you're connecting and/or they're faster.
Run a command prompt and type "tracert XXX" where xxx is the server you're connecting to play and you'll get an idea where the problem is, if any.

If you're correct then is there any way of fixing it on my end or is it solely up to my isp.

You probably can't do much on your end other than switching to LAN and not wifi... you might have slower downloads if you have 100mbit LAN but it will probably have somewhat lower latency.
You can ask your ISP if they can do something by threatening to switch to another :)
On ADSL there are usualy "fast" profiles the ISP can set that lower your latency at the cost of your max download speed but you have to ask them.... for instance my ping went from 80ms to 60ms for WoW when I asked my ISP to switch me to fast....and "lost" about 1mbit max speed.
Never hurts to ask, depends on what you have!
