My gpu resets to 2D clock speed i.e. 405Mhz in all of the games after a certain time interval.

My gpu is nvidia 940MX. I get above 30 fps in gta v when the clock speed is normal but when it gets stuck at 405Mhz I get only 15Fps

Solution
I solved the problem. I tried everything but nothing changed. Then I downloaded the graphics drivers from the laptop manufacturer's site rather than manually downloading the drivers from nvidia's website and installing those drivers after using DDU fixed it.
I suggest you contact the laptop manufacturer.

For now, you may be able to go into the NVidia Control Panel and assign games to "Prefer Maximum Power"

NCP-> manage 3d settings-> add game-> Power Management Mode-> Prefer Maximum Power-> save (and test)

Other:
Did you install any overclocking software?
It's a good idea to avoid that on laptops especially anyway because the way power is managed is probably optimal (very limited cooling).

Messing with overclocking can sometimes cause the GPU to drop to low frequencies to protect the system (or at least it things it's doing that).

Yes sir I did try msi afterburner. I that is causing the issue then is there any way to revert it back to its original state? thanks I did try to set it to maximum performance with little to no improvement. I also tried to lock the clock speed using Asus gpu tweak 2 which made it stable for about 10 mins

I suggest trying to set both the GPU and VRAM back to the default settings (perhaps investigate overclocking again later, but for now let's get it stable.)

Then remove both pieces of software and reboot.

I don't know that NVidia's own software has any involvement or not, but if the above fails I would:
a) download and run DDU (use the "recommended" option).
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
b) reboot then install NVidia's software again

When you install the NVidia drivers, choose to do a CLEAN install. I forget the wording. After they start to install you get options such as "EXPRESS" which keeps all your settings. Choose to do a clean install instead. Note that your settings should be gone for some or all of the NVidia stuff (i.e. individual game settings?).

Great.
I didn't realize there are still issues with laptops needing modified drivers. It must be related to power management somehow.
