Is ther any way to run a program that was installed and unlocked on an older computer on my new windows 10

I have an old computer running Vista with a program that I only use once a year . If I install this particular program on my new computer running windows 10 I was told by the program supplier that I will need to purchase a new licence for it which is going to cost me around 2k. Is there any way of making a virtual copy of that old operating system to be able to run it on my new computer as the unlock codes would be stored on my old drive somewhere?

They should be able to move the license to the new system as long as the program is uninstalled from the old computer.
You can clone your old computer then create a virtual machine on the new one and then use the image to setup the VM as the old computer. Or just keep that other computer around to use the program along with your new computer.
