my current setup is

q9550
2 x 2gb dd2 1066mhz
antec basiq 500w psu
gigabyte EP45-UD3L motherboard
1366 x 768 aoc monitor

Im looking for a budget gpu like the rx460 for gaming and in future will upgrade system to ryzen and 1080p monitor.

Is the gigabyte rx460 compatible with current rig considering it draws power from pcie slot and not external power?

Will the rx 460 be ok for 1080p at medium to high settings with ryzen r3/r5 cpu?

Better, no. Acceptable, yes. The 760 is a little better at gaming, but not significantly so. And the rx460 will continue to get better with driver optimizations. I would still suggest you pass on both of these (if you can) since I think neither one is likely to be a long term solution to any gamer. This means you'd be spending money twice.

The rx460 should work in most any motherboard, your's included. The 1050ti is faster in nearly every game, requires even less from the power supply for a price bump of around $25.

With either card, your CPU will be a bottle neck.

The GeForce GTX 1050Ti is faster for 1080p. It has variants with and without external power connector, but this is more important if you're into overclocking.

I also have a very similar setup as yours:

Motherboard: Gigabyte EP45-UD3R
CPU: Q9550@3.4 GHz
Ram: Kingston 4x2PC6400 DDR2 (800MHz@stock)
1080p AOC Monitor
PSU: Antec HCG 620W
GPU: Geforce GTX 1050Ti (no external power connector)

As a plus tip, I really suggest to get an SSD since boot and load times will be a pain on a regular hard drive.

I have an 60g ssd for os and 1tb for programs and games.

Gtx 1050ti is $60 more expensive here in South Africa. However I do see your point.

I can get a used GTX 760 MSI 2gb for much less than the RX 460.

Would the GTX 760 be a better option for 1080p than the RX 460?

The GTX760 is on par with the RX460, give or take on the title. Still you should play on low to med settings at 1080p, however, since you'll be upgrading your rig at the end of the year I suggest to get the RX460 instead. The extra horse power a Ryzen build will bring is going to be huge compared to your current setup.

R460 is new but sold privately and the GTX 760 was used. They are both sold now. I think bjornl you might be right in waiting a bit as neither are long term solutions. I think I'll hold out and save for the RX 570/580 or GTX1050 ti/1060 when I upgrade mobo, cpu and ram for 1080p gaming.

It's going to be a long year.
