Can't change Fan speed on MSI z270i Bulldog

I just got a Corsair Bulldog 2.0 with the MSI z270i motherboard. In Command Center, there are 2 system fans listed. One is actually a system fan and the other is the radiator fan for a MSI GTX 1070 Seahawk. When I try to adjust the fan speeds in Command Center, using either the Smart or Manual mode, no changes seem to happen in the fans, or at least very little change. The GTX fan spins at 1500 RPMs at 27c even when I lower the point on the fan control graph to 0% at 40c. The GTX and system fan are both connected to a Y cable from the motherboard that the build video instructed to use.

I've also tried to adjust the fans in BIOS but didn't have any luck there either.

Do I have a defective board? I've already had to RMA the H6 liquid cooler that came with the Bulldog because it seems to be defective. I'm able to control its fan but it is making a slight buzzing noise and not keeping the CPU very cool even at idle.

That can be attributed to a faulty pump or cavitation int eh pump chamber that would give you bad temps.

Pertaining to the motherboard, have you tried updating the BIOS to see if the fan speeds change?

No BIOS updates found other than a WIFI update (which seems to be updated every week).

I switched the system and GTX fan connections. I also moved the Y cable into SYSFAN1 on the motherboard instead of SYSFAN2. I'm able to control the speed now but I guess since they are using the same cable both fan speeds are linked to the system temp.

How can I get the GTX fan to be based on the GPU temp? I tried plugging the GTX fan into SYSFAN2 but a) I don't see a second system fan in BIOS and b) in Command Center it shows the fan as stopped even though it is running. MSI Afterburner seems to be useless. I feel like it only controls the fan that's actually on the card and not the radiator fan that I am referring to.

About the H6 cooler, know any alternatives to the H6 that may be better while being approx. the same size?
