CPU overheating, won't go below (or above) 99 degrees?

I just finished building my PC. I waited weeks to get a new CPU since I broke the last one mounting it. Now, there seems to be a new issue with my CPU. I broke it by putting too much force into it, and it seemed to have bent the corners of the CPU. The CPU socket showed no sings of bent pins or damage though, and the PC does work like normal. The only issue is when I try to run games, they run very poorly due to the CPU (I'm running a Titan X Pascal and 8 GB of ram).
BIOS and HWMonitor both state that the CPU is at 99 degrees Celsius. The CPU cooler is on, and working at full power. I installed it properly (I'm 100% sure). I double checked to make sure all the cables were in place, and to make sure it was mounted tight enough. My theory is that I somehow broke the temperature gauge when installing my original CPU, since the PC hasn't shut down at 99 degrees. That would also explain why the CPU temp doesn't change AT ALL.
Please, I would love your opinions and possible solutions.
Specs:
CPU: i7-6850k
Cooler: H 115 I liquid cooler
MOBA: MSI X99A gaming pro carbon
RAM: Vengeance LPX DDR4 8 GB (1x)
Case: Phanteks Enthoo Luxe
GPU: GTX Titan X Pascal

Thermal paste wouldnt cause that much of an issue, especially pre-applied at the factory.

At 99oC, dont expect your CPU to last long, games are running rubbish because the CPU is thermal throttling hard to try and keep itself cool, hold the water pipes down by the main water...

Try a different cooler, I would say your Corsair cooler isnt working properly, maybe the pump.

How do you break 2 CPUs ?

I think the issue is the thermal paste. The thermal paste that came with the water cooler doesn't seem to be enough. The temp gauge defiantly isn't the fault. Will reply once I apply the paste (need to wait for it to ship).

EDIT: I just read that thread you linked, the CPU itself is keyed with the socket, theres little plastic things on the edge of the socket that fit in with the CPU, its pretty much impossible to put the CPU in the socket the wrong way around unless you force it and break the little tabs off the CPU socket, if you have a look at the edge of the CPU, you will see what I mean, where those tabs fit in.
