New PC Build - motherboard completely unresponsive - is it dead?

Hi,
I have recently helped my friend build a PC (parts listed here: https://uk.pcpartpicker.com/list/64LhLD) and run into an issue. This is his first time working on a PC and my third or fourth but neither of us have been able to get anywhere after nearly two days of trying.

Once we had connected and assembled everything, we tried turning the PC on using the power button on the case and nothing worked. No fans, no LEDs anywhere, absolutely no response. We started with the obvious issues such as power supply or wall outlet not being on. After that, we double checked every connection inside, particularly both ATX cables from the power supply, as well as the power switch headers on the motherboard as these seem to be a common cause of issues, but it didn't make a difference. We tried reseating every component like the RAM, CPU and GPU.

The next day we decided to try using my PSU and AC adapter as well as different wall outlets but nothing changed, his PSU passed a paperclip test as well so I think that can be ruled out. We decided to try and breadboard the motherboard on a wooden desk. I have running it with various components present and not present but nothing has been able to change. This included using the stock CPU cooler I've also tried resetting the CMOS by removing the battery and shorting the appropriate headers. The motherboard in question is an MSI B250 PC Mate. It seems that it has EZ debug LEDs but they have never once lit up through all the testing, and the CPU fan has also remained completely non-responsive. I even went out and bought a motherboard test kit that includes a power switch and speaker, but the speaker has made no noise either.

It seems like I have completely exhausted the failure to boot troubleshooting checklist that I have seen looking through other posts here. Starting to think this motherboard is just completely DOA, thinking of just taking it to a local PC repair shop tomorrow for them to look at unless anybody here can help? Thanks for your time.
