GPU, PSU, MB, RAM, CPU, Whats the problem???

Ok this is going to be a bit of a story so buckle up.

3 weeks ago I fully assembled my parts (which ive been compiling over the last 2 months), before I get started, let me list my specs:
Ryzen 5 1600
AMD RX 580/GTX 1060 (RMA'd the 580, will explain further...)
MSI B350 Tomahawk
8 GB Corsair Vengeance LPX C14 DDR4
Corsair CX550M/EVGA 600B PSU (Again, RMA'd this)
Samsung 850 EVO SSD

So I put these parts in my PC 3 weeks ago, and it booted up without a problem. However after a bit of use it was clear there is something wrong, the benchmark look ok, if anything they are above average. But the in-game performance is just horrendous, Battlefield 1 has stuttering problems which ive made other posts about before. At first I thought its the GPU, it was making coil whine noises and whenever the game stuttered, the coil whine stopped, so I RMA'd the GPU thinking that's the issue, I got a 1060, the coil whine is less noticeable with the 1060 but is definitely still there, but more importantly, the stuttering still persists with the 1060. So I thought maybe its the PSU which is bad, so I switched to the EVGA 600B, NOPEEEE, same issues. I do not think its the motherboard because when I put my graphics card in another motherboard, the coil whine is still there, but it cant be the GPU or PSU either because ive been through 2 of them...

Just to be clear, my issue is NOT coil whine, coil whine is just something I associate with the stuttering in game, maybe the real issue is something else, I dont know.

So whenever the game stutters, MSI afterburner indicates that by GPU's power consumption and usage % drop heavily, and even when its not stuttering, my GPU usage almost never goes above 60% of its TDP, even in graphically intensive situations.

I also noticed that BF1 recommends LOW/MEDIUM detail settings when I use the "auto" quality selection, why is this? I have a system perfectly capable of running this game on ultra with lots of frames to spare.

I have already tried the basic troubleshooting steps of reinstalling drivers, reseating the GPU (obviously because I RMA'd it) I have also tried a clean install, and I have tried plugging it directly into the wall instead of the surge protector.

My last resort would be to RMA the motherboard, which has another 12 days on its warranty, but I dont want to do that because I have already done this with another motherboard and have heard the coil whine with that one as well. This situation is leaving me very confused.

What ram exactly? Make sure it's set to the specs. Look for DOCP in the bios and enable it.look for the profile matching your stick specs,make sure the latencies are set right as well.
