And Fx-6300

AMD MSI Radeon Rx 480

1tb Western Digital

120 SSD

16 GB Ram Skill saw

Hi, I recently installed my heat sink and immediately started having problems. I also installed a 4gb old ram stick that I had. The heat sink took up the first slot (where I previously had my Ram). I moved the 2 sticks of ram to the second and fourth slot.
My computer would not power on for a unknown reason. I unplugged everything and re did the whole pc. My computer turned on but it started smoking. I immediately turned it off and checked where the smoke had come from. The leds would not turn on anymore.
After I re-wired everything I uninstalled the old ram. It then turned in perfectly. I logged in and launched up a game to see that it was running incredibly slow. I went to look at my pic stats and it was running at 3.5Hz. I downloaded CPU-Z and found out that it was only running at 1400mhz.
Please help I also replaced the old HDD with the new 120 SSD. I have already tried to change bios but it is showing that it is running at 3500 MHz and Volate at .983. I boost the voltage but it doesn't change anything.

Solution
If something smoked, you need to find out what it is; you should contact MSI if the motherboard still is under warranty (the MOSFETS are hidden under the heatsink and you shouldn't remove it). There should also be a SLOW_MODE switch; make sure it isn't in the slow mode position.

Thank you I have been struggling with this for hours I didn't know that affected it. The slow mode power mode was enabled. I disabled it and my core speed is 3700Mhz.
