Low fps on games with low usage of gpu/cpu/ram

Hello, I have:
8gb ram
i5 4460 cpu
gigabyte gtx 1060 G1 6GB
PSU 600W
I tried some overclocking on the gpu but i dont really know how so i just keep it as it is now. So the problem is that on almost all the games (GTA 5, DayZ, Dead rising 3) i have a low gpu/cpu/ram usage and low fps, especially on DayZ. http://imgur.com/a/6JZjV On this shot i had 50fps with Medium settings, when cpu usage is 61% and gpu is 20%.
I tried setting the high performance on Nvidia panel and in windows settings. GPU drivers are latest ones (also tried using DDU and installing drivers still the same
) Im also getting FPS drops on Gta 5 quite a lot. Please someone help.

Thanks for the photo. I can't find any review on that PSU which makes me think that it's a bit sketchy. The fact that no reviews exist for this model makes it unreliable and even if it isn't the root of your problem you should consider changing it with a quality one from Corsair or Seasonic.

Now, for your problem in case it's not the PSU. Monitor your temps of CPU and GPU idle and while gaming with MSI afterburner and/or HWmonitor.

Okay, I tested the temps while being idle on the desktop and playing GTA 5 with High/Very high settings. So
GPU | 52ºC IDLE | and | 63ºC GAMING |
CPU | 47ºC IDEL | and | 65ºC GAMING |
I also noticed that my RAM usage was 95%. Im planning on upgrading the ram from 8 to 12. But the low usage and low fps problem is not the ram, because on other games RAM usage is ~60-80%

Ok firstly, the temps while gaming are good but idle are high. It shouldn't be that much even with ambient temp more than 30C.
The high RAM usage is a problem. Something is eating up all the ram. Check for malware/virus and close all open programs.

EDIT: If you combine high temps while idle (meaning that your CPU and GPU is used more than it should) with high RAM usage then a malware/virus is the answer.

I use AVAST and Malwarebytes, They dont seem to find anything. RAM usage with all programs closed except steam is 20%.
