Removed and re-attached CPU heatsink with new thermal paste, but CPU performance is really bad..

Since I've cleaned out my PC, I can't play games at a reasonable FPS. My CPU usage spikes to 100%, I rarely saw that before unless I had like 6 applications running at once. Is my CPU fried, or what is causing my issues?

Do I need to run my PC for a while before it will run OK?

Thermal Paste used is Arctic Silver 5

I did not use a vaccum to clear out dust
Specs:

Windows 10

ASUS Z170-P Motherboard

Intel Core i5-6500 3,2 MHz Processor

NVIDIA GEFORCE GTX 1060 6gb Video Card

Yeah, I read that, thanks. I found that the CPU was actually working as intended, but my GPU was not being detected. I solved it by re-plugging the GPU. I'm dumb lol.

But thanks for trying to help
