Solution

Then go for a rx 460 or gtx 1050 or up.
Used a 750ti is good value as long as it's under 60$.

The reason you can't record is because you have a really weak cpu and it just can't handle the extra stress of recording. Upgrading the gpu will do little to resolve this issue.

It's not the gpu struggling it's the cpu. Also what 700w psu is this if it's a no brand or bad brand one I need to watch out and not get a high power consumption psu.

Rx 460 or gtx 1050.

Both offer hardware based recording which doesn't really affect fps much.

They're both 5 or 6 x more powerful than your integrated graphics.

You'll also benefit because with 4gb ram your integrated graphics will be sucking up 1gb of that while gaming.

Neither of these cards are compatible with VGA monitors though without an additional hardware adapter.

For the same price of a gtx 750ti you can get a rx 460 of gtx 1050 both ot which are much better. I don't know your motherboard so I can't really suggest you a new cpu without knowing that the best thing you can get without swapping to a non dead socket that has an upgrade path are the athlon x4 chips.
