FPS Bad after updating AMD Radeon settings

Hello! I've posted several times, but I haven't found an answer :/
My fps used to be fine till I tried to update my drivers for my rx 470 and I had to restart my pc.
So i did And i ran into a problem where i was stuck on the startup.
So I had to find a youtube video on how to fix it.

That seemed to fix my problem and I was happy and finished the AMD update. And turned off my PC. The next day I Fired it up my PC and Played some csgo. I saw that I got really bad fps all of a sudden... I got from 80 -120 fps on lowest settings To a whopping 10 - 20 fps... I was in shock.
so I told my dad on my birthday to take it to a repair shop as a gift for me. And I went to it They had to replace my hard drive and reinstall windows for me. And I thought it was gonna work cause I heard that reinstalling windows 10 would fix most of your problems. And they installed all of my drivers SO I WAS SURE that i was gonna get my FPS back. I played csgo again with the lowest settings and I realized I was getting 30 - 70 Fps now... Not as good as past.

I called them up and said it had bad FPS again but they said everything should be alright cause they check the temperature and checked if there was any damages... But there was none. So I already got worried and It's been months since I touched that PC. Cause I was worried I was gonna break it if i turned it on. Everytime i think about it I get even more depressed and stressed cause I couldn't find the problem. I'm sorry if I not making any sense. It's because I'm not really good with PCs... And I'm having a really hard time right now cause My parents paid almost 1 grand for that pc... and i broke it...

If someone out there can please help me. I would really appreciate it. cause I have no other place to get help from except this forum.

Temps- There all fine cause the repair man said he tested it all already.

Check the above link. You will find a jumper at your mobo capping the first two pins.
After you shut down your system, hold the power button to discharge remaining electricity, unplug the power cord, and move the jumper to the last position as described in the above link (2nd & 3rd pin). This information is illustrated in your manual.
Remove also the battery from motherboard and wait for 10 minutes. Re-install battery and move back the jumper to the original position (1st and 2nd pin).
The above is a simple process to revert any changes made in your bios settings and although simple, just don't be in haste.

One glaring mistake is that the build you have, should need at least a 550W unit that is off of a reliable brand.

To add, did you try uninstalling your AMD graphics drivers using DDU and reinstalling the previous known stable drivers? I'm assuming that the motherboard BIOS is up to date and that you're on the latest update for Windows 10(mind you, not Creators Update).

The PSU should be good cause the PC's power usage is around 240 so 430 should be more than enough.

And I don't know if It has anything to do with the driver cause I've updated it multiple times AND reinstalled windows and replaced the hard drive.

If any of Y'all have any more suggestions PLEASE let me know.
 
You cannot just claim everything is all right if you do not actually troubleshoot the problem. You are asking for help, we cannot help if you do not follow some basic troubleshooting guides. Start with the following:
0) Post your full specs: Motherboard, CPU, GPU, PSU, RAM, monitor. If you dont know your exact specs, download Speccy
1) Reset CMOS. If you don't know how to do it, report back
2) Use DDU uninstaller to clean previous drivers and wipe out buggy installations. Let the uninstaller boot you to Safe mode and restart.
3) Download the latest Crimson drivers and install them, restart your system
4) If the problem persists we will look elsewhere.

Solution
Also, concerning the video you have posted, i doubt it has anything to do with your problem and it wouldn't surprise me if some OS settings are messed up. Go to Control Panel and find Power Options. You must select there the option "High Performance". If you hit the Adnvanced Power Options you will find more details about maxing out performance

Question about the graphics Driver. Where does it store? For Ex. Does it store into the Graphics card? or does it store in the hard drive.
 

They are stored at your OS partition (hard drive) and a part of it at your motherboard, this is why it is always recommended to wipe out previous drivers using a clean install
