Keep the single more powerful card (the GTX 970).

CrossFire (or SLI), esp. in gaming, invites a lot of incompatibilities, stutters, and, in certain situations, weaker performance.

Two very weak GPUs (RX 460) in CrossFire would "net the performance of one RX 470" (http://wccftech.com/radeon-rx-460-crossfire-3dmark-11-benchmarks/). The RX 470 is weaker than the GTX 970 (http://gpu.userbenchmark.com/Compare/Nvidia-GTX-970-vs-AMD-RX-470/2577vs3640).
