PC Won't boot into CD

Just built a new pc, and when I set the boot priority to CD Drive, or flashdrive, it won't boot into windows setup. I tried to use both, but nothing worked. It's an MSI H110M. Any help would be nice! Thanks
 
Solution
1. WINDOWS dvd check that it windows 10 os full version and not upgrade.
2. check that your drives have the dvd logo to play dvd.
3. in the bios turn of crs security (intel).
4. set bios to boot from efi and legacy device.
5. under boot devices set it to dvd room non efi.
under cd-rom boot have the drive as number one.
also use f8 key to boot from cd-rom
cant do it use windows media creation tool. make a bootable usb stick.
